At what age is it normal for a woman to start developing breast milk? or do you have to become pregnant for that to happen?

When breasts exist: Milk is formed when there is the proper hormonal stimulus to a breast that has started or is fully mature. It does not form without this stimulus unless there are rare endocrine malfunctions, external hormone ingestion and/or pseudopregnancy.
