Yes: Having a retractile testis is not unusual. As you know the testes form up inside the abdomen and have to descend down into the scrotum toward the end of fetal development. Sometimes this process is a bit incomplete, leading to the testis having a tendency to be high riding or incompletely descended into the scrotum. It is much more common than you realize. For most men with this issue it is a manageable situation.
