Yes: Arms, legs, even abdomen will respond to use and exercizes, with hypertrophy. If asymmetric one side will be larger: tennis players as example. Right handed for example. The other is atrophy- muscle wasting of one side with nerve damage. Full history and exam will clarify situation.

Yes: First most people are not symmetrical. Second your training regiment. Eg. Weight training, resistance training could be unequal. One arm or leg or side is usually stronger, more dominant and might be pulling more weight. You have to accommodate for training both sides equally.
