No consensus: Quinoa, a grain, is a complete protein, as is soybean. Eggs, chicken, meat and fish. Best to eat wild fish like salmon, limit meat to antibiotic free-very lean meats, and cage free eggs and chicken. Nuts and beans also have protein but are not complete.
