I got my last period on the 19th and it lasted my average 3 days. i am now getting strange overyish pains. why? not pregnant. not ovulating.

Unclear: All you can say for sure is that you are having "strange" lower abdominal pains. Ovaries will not cause specific or localized pain except in very unusual circumstances, you cannot be certain you are not ovulating, and the only way you can be certain you are not pregnant is if you are not sexually active. You will need to be checked if you want a more definite answer.
