Yes not always: There are a variety of options for facial re animation that range from static and dynamic techniques as well as those using nerves from the same or opposite sides of the face to reinnervate muscles or the use of local or "free" (distant) muscle flaps. The gracilis or serrated muscles have been used for this purpose.
