Possible rosacea?: From your description this sounds like it could be rosacea. It could also be due to chronic sun damage. Moisturize regularly for the dryness and use a mild soap. A dermatologist can help you decide how best to treat the dilated capillaries. Lasers can help as can intense pulsed light. However, it is always possible that these dilated vessels can recur after treatment.
