I shaved my pennis/genital area. i have noticed small bumps near the base. also small raised dots. the same color as my penis skin. i have no pain.

Normal: Nothing to worry about. Same issue can happen when you shave your face. Razor bumps or hair stuck under skin. Obviously worry if getting red, inflamed or noted with pus.

Genital Warts: Most likely these lesions are due to an infection of the human papilloma virus (hpv). There are many strains of this virus. Some strains can cause cervical cancer in women, others cause genital warts in both men and women. Warts can be almost flat, or raised, and can grow quite large and have a "cauliflower-like" texture. These can be treated with cold or chemicals. Use a condom until cleared.

Several things: This could be folliculitis, ingrown hairs or something called molloscum. Molluscum is a viral lesion that can be acquired through sex and spread by shaving. See a dermatologist to determine exactly what this is and how best to treat.
