Does livedo reticularis cause by sjogren's syndrome a form of vasculitis? or does it cause by inflammation of sjogren's syndrome?

No: It is not a vasculitis. It is the the result of swelling of small veins usually resulting from small blood clots. If you have this you need to be checked for clotting disorders.
