Mom: Babies are very sensative to the mood and body language of their parents. If the sitter was " bad", the mom probably tensed up. The baby feels this and is scared and begins fussy. Most likely explanation.

Stranger Danger: It is normal for an infant aged 8-9 mos old to start to become fussy or anxious in the presence of another person - that can include other family members, neighbors as well as strangers. This is a normal developmental phase, not indicative of anything else.
