Can witnessing bullying and not saying anything about it be considered another form of bullying?

Not in my opinion: I wouldn't consider this bullying, but not saying or doing something about it isn't a good thing. Even if the person witnessing doesn't confront the bully, they should notify an adult (parent, teacher, principal). This gives article a lot of good advice on bullying. http://kidshealth.org/teen/school_jobs/bullying/bullies.html
