Yes: In fact it is far more common to see it in patients who do not play tennis. Most of the time we see it just develop for no obvious reason - it just starts hurting with no injury.

Yes: Most patients who are diagnoses with tennis elbow have never even played the game. The incidence among tennis players was once quite a bit higher, but modifications to the grip on the racket have helped in this regard.
