Yes: The color depends on the amount of brown pigment in the deeper layer of the iris. As babies have very little pigment at birth, their eyes are blue. As they develop pigment, many eyes will change color.

In the beginning : In the beginning, all eyes are blue. That just means they lack pigment in the iris. As a child grows, eye color usually changes as pigment grows in. Some kids don't have pigment grow in and they stay blue. After 12 years old, whatever color you have you are stuck with.
