Yes: About a third of the patients i see with irritable bowel have constipation predominant symptoms. There are medications like Amitiza (lubiprostone) that can be used to treat it.

Yes: There are 4 different types of IBS - constipation-predominant, diarrhea-predominant, bloating-predominant, and a "no holds barred" version which is a combination of the first three. So, constipation can happen commonly with ibs. That being said, colonoscopy would be indicated as well as bloodwork to rule out other possible causes of constipation.
