No: The dental anesthetic is meant to only block sensation of pain. It usually not weakens muscles.

No: Simply provide temporary loss of sensation, by blocking sensory nerve pathways. You are still able to activate the motor function.

Yes, of course: Anesthetic blocks nerve signals and nerves are needed to send impulses to the muscles to make them contract. Dental anesthetic (e.g. lidocaine) temporarily stops muscles from working.
