HIV: I don't think any of us can speak to all of the states of the union, but as a human it is morally reprehensible to put someone at risk of a potentially deadly infection. I would err on the side of the law that one should assume that not informing a sexual partner of one's HIV status is illegal and punishable by law. If you feel you were a victim of a crime then you should contact your local police.
