Not universal: Hot water does not feel good for all rashes. If the skin is intact and itchy, the hot water is tricking your nervous system and the perception of itch. Nerve fibers in the skin for temperature and itch have a similar pathway to the brain. If hot water feels good, then you are overriding the nerve receptors for itch. It is basically a cloaking phenomenon.
