Here are some...: Without further detailed history and a direct look, it is hard to come up a right diagnosis, but if the presence of itchy elbows and scrotum is chronic, the most likely diagnosis is psoriasis, which would be permanent with no cure, but manageable chiefly with judicious use of steroid-containing cream. For practical care, see a urologist first and a dermatologist to follow as needed.
