Identify cause first: Before attempting to cover hydrocortisone cream with an occlusive dressing to make it more potent, it would be important to first identify the cause of the rash. A dermatologist or allergist can assist in the diagnosis. Some conditions (fungal infections) can worsen with treatment with steroid creams/ointments.
