Unclear question: Blood tests are done for many reasons and hives is not any where near the top of that list. If your doctor asked you to get the blood test, it would be advisable to comply and then discuss the results with her/him.

Localized?: If the rash only affects the depicted area and is not itchy, i would consider an irritant reaction to something you used on your hands. But there can be many other potential causes.
