What should i do if i have a cut on my leg half a finger long from about eight hours ago, now it is itchy and has sort of a pink outline. does this mean it is infected?

Not necessarily: It could still be the acute local skin reaction from the cut. I would keep a close eye on it and monitor the pink outline to see if it is spreading, getting more red, becoming more tender and/or warm to touch. If those occur then it might be infected and you'll need to see your doctor for treatment. In the meantime, put antibacterial ointment on it and keep it clean.
