No: An infection does not start from nothing. Someone has to get it from somewhere. If one person has an std when neither previously did not, then, by definition, one of the two were not faithful - plain and simple.

STI: Sexually transmitted illnesses require intimate contact to be transmitted. That said, particularly in males, these infections can be completely without symptoms for long periods of time- long enough for 1 relationship to end & another begin. Regular screening, especially when starting a new relationship, is always a good idea.
