Maybe: If your neck arthritis is osteoarthritis and/ or degenerative disk disease you can use weights. This should be very light weights with increased reputations. Isometric and range of motion exercise can also help your arthritis. If it is another type of arthritis the answer may be different. You should check with your doctor or ask again for specific disease.
