HIV: Nope. Now listen carefully. There is no guarantee when it comes to infectious disease. There is also no way to predict how contagious a partner is for HIV or hepatitis c or syphilis or herpes, or chlamydia or gonorrhea. There are very serious illnesses that are known as stds. In hiv's case, the risk changes with different sexual practices and the specific exposures one willing did.

Multiple factors: No. Several factors come into play including the viral load of the infected person. The type of exposure to the non-infected person is critical. Also, it does take a certain innoculum to be infective. It may also require multiple exposures.
