Impossible : First. I know of no physician that would recommend surgery to 'remove thigh fat'. Second, if you are unwilling to make changes in your life and lifestyle then you will not make changes in your physique.

Eat less: Of course eating less calories will enable you to lose weight. Carbohydrates convert to sugars and cause weight gain, so cutting out many carbohydrates will work too. However, there are no magic cures to weight loss, it will take dedication in your dieting and you should exercise too to help burn calories you do take in, and exercise will tone your fat into more muscle as well.
