No: One cannot die from aspiration of some water, one will cough and sputter and gag, but unless the water has lots of chlorine or other noxious chemical, death is not really possible. Water boarding which is repeated head dunking could cause enough aspiration of water without any recovery time to qualify as the equivalent of drowning, but usual amount causing choking, no death, no drowning.
