Can't survive: If the brain is without oxygen, it will die after about 4 minutes. If the brain is still alive after 30 minutes, that brain was getting oxygen.

Depends: Interestingly enough, if one were to be in freezing temperatures in a lake drowning, brain death may be delayed due to the lowered metabolism due to cold temperatures.
