For sips screen, does it matter if the 2nd blood test is at 15 or 16 weeks? reason?

No: Between 15 and 16 weeks is the recommended time for 2nd blood test in sips. So there is no difference between these 2. It could be done even later but definitely not later than 22 weeks.
