? circumcised: Tight foreskin suggests an incomplete circumcision, phimosis and difficulty in foreskin retraction. Suggest you see a urologist for possible circumcision revision or a minor "dorsal slit" or "prepucioplasty". This involves a small vertical incision on top of penis, through the tight ring of skin which is then sutured transversely. This would be very minor and take care of the problem.

No: A tight foreskin is usually from diabetes or inflammation of the foreskin. If is does no resolve, a circumcision may be needed.
