Not necessarily: Emphysema is associated with abnormalities in heart rythm, and with heart failure, but not necessarily with vascular conditions.

Heart condition?: If by "vascular condition" you mean heart disease, there may be an intriguing link. Although it really hasn't been proven definitively, there may be a link with emphysema and heart disease. That is because emphysema is an inflammatory condition, and perhaps it causes inflammation in the body that may lead to heart disease. But, it hasn't been proven.
