Both: The best treatment for moderate to severe depression is a combination of talk therapy (psychologist) and medication (psychiatrist). For mild depression where little social or occupational impairment is present, talk therapy is fine, especially coupled with physical exercise.

Either/and/ or: Either a clinical psychologist or a psychiatrist can do a comprehensive psychiatric evaluation. A psychologist may refer you to a psychiatrist if psychiatric meds are indicated. Some psychiatrists provide talking therapy (i do) but the psychiatrist might also refer you to a psychologist for this purpose. Many people see both a psychiatrist and a psychologist.
