Is a seatbelt safe for little lady with osteoporosis?

Rephrase: Look at it this way. Is a possible contusion from the seat belt restraining you in a crash better or worse than dying or breaking multiple bones (especially since you have osteoporosis). Everything has a risk but which is manageable and less severe?

Yes: Even though injuries such as fractures can occur the life saving aspects of the seatbelts still out weigh the risks of not using them even with osteoporosis.
