While in hospital, a tourniquet was left on my husbands arm for 15 hours. will this have any adverse effects?

Eye For An Eye: I'd guess not, otherwise you'd be asking me if there are any complications or adverse effects of an amputation. An elastic tourniquet for blood draw is meant to obstruct superficial venous return so in the long run nothing serious should result except maybe skin irritation or numbness. Suggest to hospital administration to apply a 15-hour tourniquet to the person who left yours on. Arm for an Arm.
