18 years old...: In the U.S., legal age is 18 years old. There are some exceptions for younger patients for whom it would be considered reconstructive surgery. Of note, silicone implants are only available to patients 22 years of age or older due to the fda regulations. Those younger would only have the choice of saline devices.

No absolute: There are no absolutes and breast implants can be used at nearly any age if needed including under 18 for breast deformity. However breast growth is generally not stable until 18 and use prior to this is generally not advised. Silicone implants are recommended for use in women over the age of 22.

No minimal age, but.: If you are under 18, your parents will have to consent for you. In my practice doing implants under age 18 is unusual, but not unheard of. Usually the patient has significant pre-existing asymmetry of the breasts. If you are just smaller than you want to be, and everyone in your family has small breasts, and your mother has small breasts, than it could be that you could get implants under 18.
