Not the same: Non-comedogenic generally refers more towards the tendency not to clog pores, but some cross over in definition occurs because fragrances and other additives can cause inflammation which promotes pore blockage. Hypoallergenic fragrance free products are often accompanied by non-comedogenic formulations and labeling. Hope that helps!
