Allergy: It may be that you are allergic to one of two medications in cosopt, likely the dorzolamide component. The latter is a sulfa-related drug that can elicit a allergic reaction involving the white part of the eyes, as well as the surrounding eyelid skin. The best course of action is to discuss with your eye md about discontinuing Cosopt ; trying something else. Of course there are other possibilitie.
