Dyspnea: That sounds alarming. Hard to tell without more information and without physical examination. Possible causes include asthma/pneumonia/pulmonary embolism (cot in the lungs). See a doctor asap.

Propranolol: Many things can cause what you are describing. One of the medications you listed, propranolol, slows your heart rate. Patients can feel short of breath when they exercise or move and are taking the beta blocker. That is the effect of the medication. If you are short of breath while at rest then you may need to be evaluated by your doctor because that is abnormal.
