Foot pain: The foot pain could be related to many things like shoe gear, trauma, tendon overworking, sprain or tear to a ligament, etc. It is not likely related to your neck.

Bone or tendon prob: Most common cause of medial foot pain and swelling is either tendonitis or partial tear of the posterior tibial tendon. Classically it hurts when you raise up on your toes. In the same area u could have a symptomatic accessory navicular bone. U need to be examined, xrayeed +- MRI to tell what problem is. The back/neck pain is probably unrelated but could be part of an inflammatory arthritis pictur.
