Maybe: If by rectum you mean the anal canal, yes. An external hemorrhoid is on the outside of this, an internal hemorrhoid is an inch or two above this. To an anatomist the rectum ends where the sigmoid colon starts, about 12- 15 cms( 6 inches) above the anal canal, there are no hemorrhoids there.
