Last monday my friend was working on his knees, his right knee appeared bruised, now his leg is bruised from his knee to ankle. is it a bone, tissue issue or does this have to do with his hepatitis c?

Unlikely but....: Unlikely, unless his blood counts for certain anticoagulants are low and his skin is bruising easily due to limited blood clotting ability.

Soft tissue: It most likely is related to soft tissue and not bone. Not sure if indirectly related to hepatitis c due to limited healing and affects to his liver (which helps produce healing regenerative cells). He'll need to seek further specific treatment if it continues to get worse.
