Yes: Yes that procedure can be done. But it is not a common procedure and most doctors do not have good experience with that. So you would want to find either an obgyn or a fertility specialist who actually has experience in that surgery called a "clitoroplasty." your best best would be to contact a major academic medical center nearby.

Yes, but: You will lose sensitivity to intercourse and may have diminished capacity for orgasm. Testosterone levles need to be checked as they can cause enlargment.

Yes, clitoroplasty: Not exactly vaginal surgery, procedure is called reduction clitoroplasty. Often performed by experienced pediatric urologists who takle care of girls with adrenal hyperplasia which causes clitoromegaly. The glans (head) of clitoris is preserved and some of the erectile tissue is removed from the shaft on either side. Also by gynecologists with plastic surgery training. Please feel free to comment.
