Not always: Quite a few things play a role in achieving strength. Which tendon (hand vs biceps vs rotator cuff- the more proximal tend to take longer to recover). How long you had to protect it before starting rehab, and (brace yourself) whether you did your exercises as dilligently as you were supposed to. I'd talk with the surgeon who did the repair and ask this same question. Get a second opinion if unsure.
