Yes: Usually w prolonged exposure.

Yes: 30 is below the freezing point and in vulnerable patients with prolonged exposure and impaired neurologic or vascular circulation, frostbite injury could occur.

Yes of delicate skin: Frost bite is a burn. There are superficial, second, and third degree burns with the latter causing full thickness loss of tissue. At the temperature of only 30-32 degrees f, the greatest risk would be for tbe youngest and for the very old individuals who have the thinnest skin and those with any diseases with poor blood supply to the small vessels of extremities, e.g. Diabetes, lupus, arthritis, .
