Blood blister.: Try applying warm compresses to the toe followed by antibiotic ointment. This is especially true if the skin breaks. If the bite looks infected consult your doctor.

Not if mosquito: Just watch it and apply antiseptic after cleaning it. It should go down in a couple of days.
