No and No: The tendency for a woman to release more than 1 egg is an x linked trait that can be transmitted by either the mother or father. A generation is only skipped if the trait is carried by a male (who can't ovulate!) this results in fraternal twins from 2 separate eggs and sperm. Identical twins occur when a single fertilized egg splits into two embryos and is not genetically determined.
