Yes: 'plaque' is a non-specific term. It could mean microscopic build up that is seen in alzheimer's disease, cholesterol lining blood vessels from hyperlipidemia (high lipids) or even changes in myelin (covering around nerve fibers) that is seen with multiple sclerosis.
