Not at first.: Hydrocortisone could worsen the condition if it is an infectious cause such as tinea cruris (jock itch). You should start by keeping the area clean and dry, using drying powders (talc) if necessary. Wear loose, clean underwear of hypoallergenic fiber. If the condition persists, further evaluation may call for topical antifungals for tinea cruris, or Hydrocortisone cream for contact dermatitis.
