Yes: Current guidelines state women should get their first pap at age 21 whether or not you've had sexual intercourse, and then every 3 years after that. It is true that you are very low risk if you've never had sex, and an argument could be made for not doing a pap on that basis. However, at 27, i think you should have one done to be on the safe side.
