impossible to say: It is impossible to say without being able to examine the area. If the blister persists after treatment ask to be referred to a gynecologist.

Thrush is white: Thrush is a fungal infection on mucus surfaces (most often in the mouth but it can affect the vagina or other areas). It appears as a white spot or plaque that can't be rubbed off. A blister could also be a blocked gland but may be related to herpes or syphylis. A blister will have fluid inside of it until it ruptures.
