No: Being hypothyroid, in general, should not make one wheeze however, one can get/feel short of breath with hypothyroidism.

Not usually: Hypothyroidism can be associated with goiter, an enlarged thyroid. Usually breathing is not affected, but in extreme cases, one could imagine pressure could be put on the airway - technically this is not called wheezing, but stridor, and is an emergency. The term wheezing is used to describe noises in the chest, not the upper airway.
